I ran a 275 Kumho Ecsta Supra, which is probably wider than a Nitto, on a 17x8.5 wheel for 8 months or so. I didn't realize they weren't 9" wheels until I put the tire on, but honestly I had no problems.
There was also hardly any bulging and Nittos are made small.

You don't get much mileage from Nittos as it is, and will probably get less if you run on 8.5.
The safety issue is that the bead of the tire doesn't sit properly into the rim.
If you plan on doing high speed runs, run lowered air pressure, etc. I would run according to specs.
Some people run on bald tires and never have flats, but that doesn't mean it is safe.
