Steering Wheel Leather Restore? I have a guy locally says he can dye leather but I dunno, I was hoping to "remove something" by cleaning rather than "add something" by adding color.
Can these wear areas be restored without adding dye?

you can dye them sure, but from the looks of it the texture is worn down, so it will still be noticeable. and all those parts you have circled isn't leather.
