I've always had good luck with Turtles Bug & Tar remover, it could be that's it's to damn cold here for it to work properly?

Before retiring from G.M. I once used some G.M. Goodwrench Heat Valve Lubricant/Penetrating oil in a spray can ( not sure about the name ) on a company car that had been abused, let me tell you that stuff took off all kinds of crap. It's not cheap ( about $8 a can ) but I doubt anything else could have done as well, might be worth looking into.

Kerosene is the best tar remover out there, it was used on paint finishes
before wax, just turn the rag often, and follow up with a mild soap wash <img border="0" title="" alt="[Roll Eyes]" src="images/icons/rolleyes.gif" />

I use Stoners Tarminator, it can be found at just about any auto store. Clearcoat friendly but it strips any protectant on your car.
