Default Decal/Vinyle Help

So I have read up on putting on decals but I don't know what is wrong.

I am putting the bird on the front licence plate cover. I gave it an alcohol wipe, sprayed soapy water and got to applying. Well I waited awhile for it to dry, but the decal won't stick letting the clear backing pull away. Did I just waste a decal? I hope not cause I really want to get this on the car...

Should I try a hair dryer to warm it up a bit? Right now I am just sitting here putting pressure on the decal hopping that helps.

You need to squeegee all the remaining soup and water out so that the stickum from the decal adhere's then it will seperate from the paper.
If you used tooo much soap it could be ruined because the glue may never adhere.
1-2 drops dish soap to a quart is what I use then just a light spray of it.
