? Sanding body panels , spoilers etc ?
I was going to take a shot at sanding down some extra taillight panels and spoilers i have lying around but this is a field i have no experience in so what should i use to do it and shout i do it by hand? concluding the sanding i want to buy the flat black paint and try my luck at that what advice can anyone give on the painting half of this?

If it was me, I would take a DA with some 320 and sand the pannels down. You want to remove all the shine. You dont have to take all the paint off, just take all the shine out. On the tail light pannel, the letters are going to be a bitch. Get what you can by hand sanding, then go back with a gray scotchbrite pad to make sure there is no shine left.
