Orbital buffer and a polishing compound...
BUT after all that work you need to prevent putting them back into your finish which means changing the way to care for your car.
I need it too. I tried removing them by hand (vigorously) to no avail.

Correct me if I'm wrong guys but can't an orbital in the hands of someone with no experience do more damage then good? I've seen so called professionals put nasty swirl marks on paint from using an orbital.
I had to wet sand my car when I bought it and since then I only hand polish my car and after at least 20 coats in 3 years I have no swirl marks. Might take more time but I think it's safer unless you're really good with an orbital.
Some people seem to have good luck with the scratchx by hand when the directions are followed. Might be worth a shot before you try the orbital.

The Porter Cable Orbital Buffer is very 'user friendly' for a novice. The terrible stories you hear of paint burned thru and the swirl marks all along the flat panels of a car are from some moron that is using a circular buffer - those can be VERY dangerous in the hands of someone that doesn't know what they are doing.
The PC head action is more of a vibration once the pad is applied to the car. An Orbital Buffer action is both circular and orbital at the same time - this does not build up the same amount of friction/heat that a simple circular buffer will. The Orbital is slower than a circular though - that is why most pro's use a circular - but they know what they are doing. I had never used a buffer of any type before I got my PC - never had any damage whatsoever from using it - I don't consider myself a pro - but I'm not a moron either
Just like 2K2WS6TA: I use a Porter Cable with Yellow or Orange pad and Menzerna Intensive Polish first, then White pad with Menzerna Final Polish, wiping off between each step with alcohol/water combo and Microfiber Towels, then finish off with Formula 113 Wax.
I also NEVER wash my Black T/A with soap/water. I only use Meguires Detailing Spray in between shows - course my car is not a daily driver and sets in the garage when not in use.
The very first time I started using this system I washed the car with Dawn, then claybar prior to the Menzerna.
I probably go thru the PC/Menzerna treatment about 2X/year. The Menzerna will completely remove the swirl marks (may take a little longer the very first time you do this) but depending on how you take care of your car - they will come back...
I get all my pads for the PC and Menzerna products from ProperAutoCare online. They have quite a bit of info on their site on exactly how to use different products, and with which pads, buffer speed, etc.

I would have them rotary buffed with a light compound (Meguiar's Swirl Remover 2.0). If that does not work, step up the coumpound to what works out best. From there, polish, glaze and then wax.
Black cars will always be the worst for swirls to show. Stay on top of it with polish and wax and be careful of what towels and microfibers you are using. Make sure they are free of lint and dirt/dust.
