Default need step-by-step painting help

I tried Google but all it comes up with is how to paint metal, not plastic. I want to do the bumper ceta mod myself--my friend has a proper spray gun so no rattle can. However, I don't know the correct steps in prepping/painting the plastic rear bumper. There's something about wet sanding and clear coat in there....somewhere...

Also, what primer/paint/clear is best? I heard Sherwin Williams is basically as good as PPG?

TTT, there are countless threads on the CETA mod but none explaining exactly how to do it...
