get rid of the gunk...

ok i have this kinda staind on my window it kinda looks lik oil or something and i wanna get rid of it without ruinin the tint do ya ll have any recommendations to use???

I would try some heavy concentrated dish soap and warm water. then maybe some adhesive remover.. idk hard to tell without seeing it.
