Default wot shift into 4th?

On my 98 Ta with a stock 4l60e, is it supposed to shift into 4th at wot without letting off the gas a little? i had just recently put 3.42's in my car from 2.73's which means now on the top end i need 4th and it doesnt shift into 4th unless i let off a little. Thanks guys!

With the stock tuning the MPH for the 3-4 shift is generally set to high to acheive at wot. However tuning should take car of that
