Converter bad too?

Converter bad too? So I just got my converter in the car and back together last thursday. Went to go tune the WOT shifts and it kept hitting the limiter on the 2-3 shift. Eventually 3rd gear went comepletely away, but i still seem to have fourth. My concern is that i see alot of TCC slip when in 4th. Is this due to the mechanical failure of the trans or could I have an issue with the converter too?

my guess would be 3/4 clutch pack gone if pull pan look fo metal, if no metal but only clutch fiber, rebuild trans and wash out the TC or send it back in for reclean by builder.
