Default Trans / TCC or Other Issue?

Car: 1998 z28 w/Built 4L60e & SS4000 stall
Trans and TCC are a few years old. Fluid is topped off.
I am fighting a leak where the dipstick goes into the tranny.

Issue: Driving 65mph w/Cruise on after 10 minutes rpm raises and car surges.
Turned cruise off and feathered pedal and it stopped for a while.
Then drove 73mph w/Cruise on - and it didn't really have issues.
I did also notice it started doing it going up hills.

Data I was able to log:
TCC duty - 98 to 99% (not sure what that means)
Trans Temp - 160 degrees at hottest
Coolant Temp - 183 degrees at hottest
Knock - Zero
O2 sensor - throwing P0155 code (I think)
Gear - stayed in 4th gear
TCC Slip - 0-4 rpm average after TCC lock-up on level surfaces
TCC Slip during surges - 130 to 600rpm once it started to surge
Seems to shift properly - crisp and strong

Any Ideas?
