Vig converter bolt holes not threaded?

Default Vig converter bolt holes not threaded?

I bought a Precision billet nitrous converter (SBC bolt pattern) and TH350 from a friend a while back. I just bought a TCI flex plate and when I lined the stall up to the flex plate I noticed the holes weren't threaded? Am I supposed to put short bolts/lock washers/nuts on them?
