Default converter drain back-80E

I rebuilt my 80E, HD-2 kit, been working great, now a problem popped up
When I first fire it up, it takes a lot of throttle to get it moving, forward or rev., then its ok until I shut it off-when I fire it up again after sitting a while, it does it all over again-I looked in my Sonnax book to see if they addressed something like this with a repair kit, nothing
pressure is good in all gears, even when it is acting up
I tried going thru my book that details the fluid passages, as near as I can tell it would be a valve in the pump that might allow drain back, but I could be way off-would it drain back thru the filter if it was happening, or a cooler line-hopefully when it does it its not hurting the clutches-fluid is red, fill with engine off is maybe 2" above fill line-hard to tell since I use a cable for the dipstick
verified my fill mark with pan off

pulled my pan, everything looked brand new, replaced the filter, verified my fill mark, problem still there-I guess its coming out, inspect pump
