4L60E question from a first timer

Default 4L60E question from a first timer

I purchased a 5.3 with a 4L60E for a swap. I rebuilt the 5.3 and was about to marry up the transmission back to the block when I discovered what may be a problem. The shafts don't turn at all by hand. They don't slide in or out, or turn at all. They're simply stuck!

Is that normal?

The output shaft should turn both ways as long as selector not in park one direction will be more difficult than the other
The Input shaft should turn both ways in either case some drag will be there but not a a lot.
I would use a pair of pliers will a rag to protect shaft to try each rather than just hand.

Note that the "outer input" shaft is fixed and does not turn. Only the smaller input shaft inside of it turns, and relatively easily. (If this is too obvious, I apologize.)
As mentioned, the output shaft will also turn; it will be about 3x harder to turn one way than the other.
