Default Lock up or Non-Lock up

Whats the difference? Im very confused on this. I was looking into a Stall for my car and got answers of here but then someone throwed in "Lock Up" Converter and lost me!! Little help guys, Merry Christmas!!

Lock-up converters have a clutch, much like a manual trans, inside the front cover to reduce drivetrain slip at cruise speeds. Without a lock-up TC, you're RPMs at say 65 MPH would be around 3000, but with a lock-up TC the RPMs would be around 2000 ... depending on the efficiency of the converter. For street applications, you want a lock-up TC, for all out racing go with a non-lock-up TC. Based on your sig, you should go with a lock-up TC.
