I'm assuming its for a 60E... turn and wiggle the converter on the input shaft of the trans... make sure its all the way in the pump and try again.

OK now does the tc move easy or does it take some force to move it while its in the trans? I have it in right i use the measure about 1.0" depth thing and looks like its on right but if i try to spin it, it wont move freely you have to put some force on it. Im not sure it thats right or not could someone help me out!!

I just put a new tranny/tc combo in my Camaro this weekend. I was able to spin the tc easily in the tranny to line up with the flywheel bolts.

It should spin easily, like said earlier it's not completely set onto the input shaft.

The converter isn't all the way in the transmission. When its right, there will be somewhere around a 3/16 gap from the mounting lugs of the converter, and the flex plate. You'll have to pull the converter up flush with the flexplate.
