just a quick question.... i have a friend that has a stalled tq converter out of a 700r4 and wants to know if he can put it in his 4l60e.... if so are there any other mods that he wil need... thanks...

Which year 700R4 and which year 4L60E? If he has an LS1 4L60E (removable bellhousing) then no, it won't fit 'cause they have different input shafts. If the convertor is out of an auxillary valvebody (later 700R4/4L60) and he has a early 4L60E (The ones found in LT1 4th gens) then it will work.
