Why was this included?
OK guys, help me figure this out because I have no clue. I currently own a 95 Z28 with a 98 LS1 motor and tranny. I ran my old LT1 4L60E for a while but found out i had my wiring wrong and ended up toasting that trans. So i had my spare 98 4L60E tranny rebuilt and when i got it back, it had a new engine ground strap that was attatched on a piece of string. Any reason why this was included? Theres no spot for that 98 tranny to be grounded off with a ground strap like that right?

If the builder saw signs of arching on the planets he might assume you have a poor body to engine ground which can allow current to travel through the drive shaft and gear train to complete the circuit. While I haven't really seen this issue with GM cars I did with fords at the dealer years ago and they would have us install extra ground straps from bell housing bolts to chasis

And we saw poor grounding issues on Dodge RWD vehicles in the 80's.
IMHO it is important to speak to the builder so that the new transmission warranty is not voided due to improper installation.
