What transmission are we talking about and which B&M kit was installed?

Did you speak to the company that installed it to get their opinion?

Its the b an m kit that installs in the valve body and its a. 4l60e in a 96 z28 we think it may be a bad cylinoid. Sound pluasible? Or would it be somthin else

Well... that helps a bit. In order to determine why it is shifting late you need to get a scanner of some sort on it and determine if and when the shift is being commanded. Let's say that it is being commanded long before 3,000 rpm, if that's the case then you can determine that it is related to the kit installation. A shift solenoid will not cause a late shift.

Can you define the term sluggish?

And what did the shop that did the install say about it?

By slugish I mean its got no bang or firm shift and they think it may be the kit doin it but they are checkin it as we speak but what would a solinoid do if it were the problem

If it were a solenoid it would not shift at all and it would most likely be locked down in limp in... 3rd gear only.
