Default Torque converter not locking up

(99 camaro 4l603)What could be causing my torque conv. to not lock up at any speed.
im not getting any codes. but what is weird is if i push the accelerator peddel
down hard at 65mph it will lock until i lift my foot a little?

I would first determine if the PCM is commanding lockup and actually the converter should unlock not lock when you push the petal down hard? Converters only lock at light throttle cruising speeds the unlock on decel and anything over moderate acceleration unlesssomeone have played with the tune to make it work differently

My car did this after my H/C install. If the computer thinks there's a misfire it wont lock up the verter. Is your car cammed? If so, sometimes you have to adjust the misfire detection tables.
