Ok, updated the list. Is the stock exhaust considered restrictive at these power levels? If not, I'll take off the exhaust work. Either way, we're below 20k already! I'm still not convinced that bolt-ons/nitrous are enough, but perhaps. I guess I can make two lists, one with F/I and one with H/C/I (or does it need to be a stroker?), both with nitrous.

I say you can do it under 10k. Did some more research most v2s with 620whp break into the 10s
Meaning you can get away with
Stock ls2 block
Good cam and heads about 3k
Will put you in the area of 475whp
150 shot of nitrous 1200
If you already have gen 4 diff
Just axles 1000$
Bushings 400$
Tires 400
Custom rear springs 300
Clutch 800
Yup you can make one or two glory passes and hit your goal under 8k

And stock for stock they have about an extra 500lbs on the V1...

The reason I say ls2 is you can go ls3 heads intake manifold and flow way more cfm than a ls6 stock intake manifold heads and cam unless you want to dump 1200 for a fast manifold on the ls6 to make 15hp

I see some ideas floating around that the Gen4 diff may be the budget ticket to the rear end. For whatever it's worth, I think whatever $ you'd spend on that would be better saved towards a budget 8.8 setup. Just my .02 on that. Heavy + manual + drag radial is just an absolutely abusive combo.
I've put some thought in to this and I think a good h/i/c + 150 shot car with a stout rear end that truly runs 100% could do some serious damage with a driver mod and someone who can pinpoint what needs to improve amd adjust accordingly. Leave the suspension stock aside from bushings...etc to start and see where that takes you.
Quite honestly I think the biggest hurdle to making it happen is that not many (if any) are giving it a good college effort. A lot of people have hit the track once or twice and call it good enough. I truly believe that

I had the K-sports (same as D2) when the car first went in to the 10s. It was actually lowered at the time. I didn't spin them up unil I went to the M&H 275/45 tire. At that point I think the suspension was out of wack because it wasn't designed to operate at that right height. I went back to stock on the taller tire which helped. I now run a heavy spring in the rear on GC sleeves with stock shocks... It has gone 1.54 60' like that but I still feel it isn't doinf what it's capable of. Still trying to find the right combo!

I only ran them because I had them on my other car and figured I'd give em a shot. I think they're 750lb eibachs on the rear. All I know is that's what I've tried because I needed to get above stock ride height with the big/fat tires... So what's sort of working for me at this point may not be ideal on the smaller drag radial. I think stock is a great place to start quite honestly

That's assuming the gen 4 diff, which from what I can tell, most people don't agree with...and your list leaves off injectors, fuel pump, tune, and the radials in question run about $600 (not 400)...it may sound like splitting hairs, but every dollar counts.
