Default Power steering whine/dog

My power steering pump has a bad whine and really dogs when the motor is hot making turns at low speed and RPM. Is this a common problem? The fluid is new.

Ive heard of a few that have had PSP failures that were replaced under warranty. I think most were due to a fluid leak if i remember correctly. I have never had a problem but maybe someone else will chime in.
