Will paint not stick to heat treated steel? It seems I can make paint stick to anything if it gets spilled on it accidentally.

Yeah, OP's work looks really nice and I am really looking forward to seeing the progress pics. For me, any vehicle that has had a fire I'm not touching, unless it would be a $1500 DD that I wouldn't really care about.

At what temperature does steel start loosing its strength or distort? I don't think anyone believes it ever melted but does it have to melt to be compromised?

The same holds true for adding different metal thusly making an alloy o any kind.
So to answer your question, it depends on the alloy. No it does not have to melt to be compromised; see my comment on annealing below.
My temp above was based on simple Pig Iron or general non-alloy steel.
I have seen a few hoods that survived a fire and would not accept paint. They might for awhile, but it begins to peal. These were on a car that was a full burn though, so I would not worry about it in this application.
With that said, if a car is burning and the fire department "quenches" it with cold water (also a heat treatment or annealing) then the grain structure may be aligned wrong thusly making the hood very brittle will have another undesirable characteristic.

Ok fellas, We are officially underway! Car was dropped off at the shop yesterday afternoon and the party starts today. About one week later than planned but non the less it starts now.
It is going into the service bay later this afternoon and will begin being stripped and gutted of everything except the airbags (wagon uses different curtain airbags). Yes, pics should be up later this afternoon or tomorrow evening when I get by there.

Ok so now that I mastered the art of uploading pics we can move right along. Truthfully this is not a huge deal after putting a close eye on her. Once everything is gutted (hopefully today), monday or tuesday it will get sandblasted and you all will get the idea that it is not nearly as bad as it appears. I will upload more pics when she is stripped.
Btw ordered a new stainless works catback exhaust for it because the donor car had significant damage to the oem exhaust (what a perfect excuse to upgrade), and also ordered a new (used) body harness out of a 2011 ctsv wagon (ebay) that was wrecked. The only issue I can see whcich we will figure out is on both the burnt wagon and the donor v sedan they both have the sunroof (panoramic) which is a major bonus! But my harness from the wrecked wagon did not have a sunroof :-(.
The plan is to modify the sunroof harness from the donor sedan and splice it somehow into the new harness. Will keep you all posted when that time comes.

My first thought when I saw the first picture was:
"You need to put a tarp over that to keep the interior dry"
