Default 98 TAC module for drive by wire question

I have a 98 ls1 from a vette. I believe the TAC module is bad since the car will not start (I am getting fuel, spark, and vats is tuned out).
I am getting a:
Serial data circuit PCM to Throttle actuation control module P1518 code from the ODB2.
Can I use any TAC module or am I limited to specific years to replace the bad unit?

The end result was a bad ground, these things need grounded really well.
