The OP refuses to take any advice from anyone that actually owns a vehicle his tank came from. YOU DO NOT NEED THE TOP O-Ring! It does not come with one factory on top of the sending unit. It is probably over compressing the lower o-ring. The tabs need to be bent up, and re-index the locking ring like it's supposed to.

Problem #2 the Tank only uses one O-Ring. Last time I R&R'd my tank in April, it only had one o-ring as it has all the other times. I think it was on top of the sender (don't quote me). I'll have to rack my brain to verify.
Sorry, I missed this post (was replying to Garys68 when you sent). Sounds like a plan. I won't refuse good advise if it works! I'll try it as soon as the new o-ring comes in.

Only 1 O ring is used, under the sender. The one on top isn't doing anything. Think about it. Without the correct O ring between the tank and sender gas will simply seep under the outside edge circular hold down. Looks to be your exact problem.
Move the O ring you have on top of the sender to under it.
Bend the tabs back up. They index the pump in the tank and hold down on it.
There are slots in the hold down, align them with the tabs.
Bolt it down.
Pic of mine.

When I saw Gary's last post I thought it was a picture of my tank/trunk, then I remembered I painted it all epoxy silver. One of those senior moments. But the remainder is correct, just 1 o-ring. Never had as much as a seep from the sender.
