Can these motors be de-tuned to not run over 1500 -2000 rpms?
I'm asking because it will be going to the body shop and I don't want someone revving the motor.

Yes, you can set the rev limiter to any RPM you want.
If you do set it to that how however, make sure to tell the shop that. If they test drive your car or move it to another location you don't want them to pull out into traffic and having the car hit the limiter at 1500 RPM while becoming a sitting duck in the middle of the road. That could lead to a huge lawsuit.
What I do is set the limiter at 3000 but increase the torque management of the engine so that it basically becomes a dog. Can't do burnouts or accelerate quickly in it, can't overrev the engine, but can still be driving normally on the street if need be.
