Lightbulb 2014 vette (or any car with painted rims) removal of rim paint for polished look

I have had this question running through my mind for a while and have finally decided to ask it. The 2014 has the silver painted z51 rims for $1995 with the ZF1 package, but polished rims are an additional $1995, which I think is crazy. Wouldn't you just be able to buy the silver painted rims, strip the paint, polish them up, clear coat them, and get the exact same thing? It seems like it would cost a whole lot less too. Maybe I am crazy but can this be done?

Can it? Because I was reading around the internet that sometimes the silver painted rims are a different grade of aluminum that can't be polished, Bu tI am not sure if this applies to all rims.
