Default Drag Sway Bar Question

In the picture below, does the triangular bar pivot at the area that is circled or is it welded solid?
Is their a bushing in that area?
Sorry if this is a stupid question, I searched without any results.

It should pivot.If you disconnect the links on both sides pass/driver the arm should rotate freely. With Driver seated in car I connect the driverside arm and then get the bolt to freely pass thru on the pass side .Then add preload of 1/8 th turn

Thanks for the reply.
I guess I just don't understand the concept/physics behind a sway bar.
So, does the bar work like a torsion bar?

It is actually a anti-roll bar.It works to keep the body twist stable and the car launching level right to left.
