2.do i have to do any pre start up tuning?
3. if so what am i going to want to change for a base line? or is it start it up and then tune it to where it needs to be

double check all hose and pipe connections. Double check the oil feed and oil return. Make sure nothing is loose.
Check Oil, Anti Freeze.
Make sure u fixed the PCV before starting it. Dont want to pressurize the crank case.
Check fuel pressure at idle.
Check for exhaust leaks.
Double check that the fans for the radiator have been plugged in.
Check your down pipe after first start-up to see if there is any oil. A badly setup oil return will ruin the turbo.

1) Oil is in the motor
2) Coolant in the tank
3) All connectors connected
4) Start engine
5) If engine starts ** WATCH the oil pressure within the first 30 seconds of start up **
6) If oil pressure does not come up, turn off engine immediately!!!
7) If oil pressure comes up, check for fuel/oil/exhaust leaks.

if you got aftermarket fan/s, make sure it spins the correct direction. many people have early setup heating issues and just weren't paying attention to fan spinning direction, depending on the blades and their orientation, and whether they're setup to be pusher or puller oriented.
i don't know why but it seems like the fans i've installed as per the instructions are always wired backwards. just another thing to check.
how high is your turbo drain compared to your oil return fitting on the pan/timing cover/etc?
