Default Changing to smaller pulley, high RPM at idle

Hi,
I know I need to retune but does smaller pulley cause high RPM at idle before retune?
I used to have 4.10 pulley and now 3.40.

It definitely can. Think about it, the smaller pulley at the same RPM( even low like 900 ) will spin the blower faster than the larger one. At lower RPMs the smaller pulley should not make that much more than the large one. By any chance is the TB drilled?

That what I thought about smaller pulley spinning faster ...
Nope, no drilled hole in the TB.

The air should be bypassing anyway. Shouldn't make a difference.

Exactly, and there is a little thing called an IAC motor. Smaller pulleys have no affect on idle.
