Default turbo failure?

ive been chasing a exhaust leak on my own for the past couple days with no luck. ive double and triple checked all my piping and well, everything is tight. i finally get a buddy to sit in and give it a rev while im underneath and the sound is coming out my exhaust. its not the motor, its the typical sewing machine sound under the hood. DOC put the scan tool on and theres no knock or anything. Is the turbo going out? its making about 4psi less than normal and instead of a smooth whistle its a choppy machine gun whistle. i pulled my filter off and the turbine spins freely without hitting the housing. ive pretty much ruled out everything else, i just need some conformation from you turbo experts.

thanks,

-mike

How about a hotside exhaust leak (between the turbo and the heads)?
