Over-Boost problem

Default Over-Boost problem

I have a Turbonetics 42mm Racegate and an EBoost street EBC on my car and lately I've been having a problem with them not holding the boost to my settings of 7 and 10psi. When the car was tuned last year the boost curves were flat with no spikes. Now it goes to 8.5 psi on the 7 psi setting and 13 on the 10 psi setting. They aren't spikes, it holds steady at those pressures. The vacuum lines arent broken or kinked and this just started happening. Could the diaphragm or o-ring in the wastegate be cracked or worn out? Or could it be a problem with the EBC solenoid?
