pre turbo intake pipe size?

pre turbo intake pipe size? I have a turbonetics 78mm turbo which has a 4" inlet but due to space I have to run a pipe and mount the filter down low. I'm wondering if 3"-3.5" would be ok to be able to fit the pipe easier. Would 3" pipe be too small though?
