My technique was to guess which spacer to use, then notice it didn't look perfectly parallel to the block, then swap to the other spacer, then notice it looked much better I'm sure theres a better way but my way worked great, no belt slip or belt toss.

I just used a steel framing square on the crank pulley. $6-10 at the hardware store.
Made sure the longest leg was straight (bend if necessary), snugged inside corner of the square into a rib of the crank pulley, and saw where it ended up on the blower pulley.
Then adjusted with either a very thin shim behind the blower pulley or different thickness washers on the stand-offs.
