Default Fuel tank fitting question

I picked up a tank for my 89 Mustang Coupe that I'm going carb with. It already has a sump welded on it. In addition to the sump it has the drop in pick-up tube assembly, and also has an additional fitting, that I'm not exactly sure what its for. Here is a picture of the fitting.

The only thing I can guess is that maybe they had a vent line running off of it, which is probably what I'll use it for.

Also curious to know what everyone recommends for a return on a tank that has a sump. Is it best just to leave the pickup tube in and run it off of there or should return it to the sump? OR somewhere else?

I have someone that wants the pickup tube, but if that is my best place to return, I'll just leave it in.

that's awful big for a vent, I'm guessing it was a return.

Is that an acceptable place for a return, or should I return down low, either through the pickup tube or maybe down by the sump?

you can use it for return if it has a tube inside going to the tank floor, otherwise i would use the factory pickup tube
