Boosted fuel pressure issues?

Boosted fuel pressure issues?
Ill cut to the chase:
Car: stock motor/turbo 7psi dyno tuned with a walbro 255/stock regulator and a hotwire kit (not a inline pump just a higher voltage standalone fuel pump wiring harness)
Problem: The car is falling on in face in boost with weird fuel pressure numbers
At idle its between 29-39 psi, jumps all around. If car is off and just priming it goes to 35 then drops to 25ish over the course of 20 seconds the bumps back up to 35 then repeats cycle till i stop the prime. Cruising it's around 30-40 then at WOT its around 38-41 (at 5psi of boost). If i take the vacuum hose off sits at 43 and stays there.
Question: I remember my psi being around 60+ when it was dyno tuned so is it a bad fuel pump/regulator/ or...?
