Default fuel pressure question

I checked my fuel pressure last night, and it sits at 61psi at idle and 52psi with the ignition on and the engine off. If I goose the throttle a few times, it drops to about 56psi then back to 61 as the throttle is opened and closed (no delay in building pressure back up). Should the pressure sit at 60ish across the board or is this normal? My car's been running on the lean side with 2 retunes, and I thought maybe the fuel pump was toast, but apparently not.

I thought fuel pressure was set at 55psi and it shouldn't change at all. Its a returnless system, so there is no vacuum line to the regulator.
