Default loss of power?

ok is it possible to lose like 60 hp or so from bad gas. well not even bad gas just not great gas. buddy gets gas from shell he just had car worked on dynoed 390 went to track and ran 109mph... on et streets 1.73 60ft and 12.6 time. tuner told him to get gas at bp, shell doesnt have as good of gas and that is the reason for the low mph. what do you think?

Ummm if you were Knocking and the comp retarded your timing... yes I think. But I am no expert.
