can the 1999 fuel tank be droped without a lift?

can the 1999 fuel tank be droped without a lift? like the title says i am going to try to install a racetronic fuel pump kit my self and i am curious if i need a lift to drop the tank or not or if i should just take it somehwere to put the pump in?
