Default What bolts are these?

I'm in the process of putting things back together with my 4.10 gear install, but early on in the removal stage, I for some reason thought I had to take these 4 bolts out (in the pic), so I broke these loose. They have a nut on the other side of this bracket. I eventually found out I didn't, so I just left them there.

I can't find that housing anywhere in the service manual, but what is that whole contraption anyway? Just a mounting bracket for the parking brake actuator?

Basically, I'm wondering #1 what is this thing officially called, but more importantly, #2 - what are the torque specs for these bolts (or are they even important?)

Among other things, those bolts attach you brake assembly to the rear axle flange. Here is a pic of the same bolts on a 8.5" rearend, with a LS1 rear caliper plate modified to work with staggered shocks (a 2nd gen f-body thing you don't have to deal with)

Do you know the torque specs to those, or does it just need to be tight?

I just made them tight, probably about 25 pounds, and used red locktite

They are called backing plates. And yes they hold the parking brake stuff.
