Default base fuel pressure in fuel pump

I am currently pursuing my final year in my bachelors in mechanical-automotive engineering.my final year project is to study the effects of an engine using different types of fuel pressure regulator.My professor has given me a task to find out why is there a base fuel pressure in the fuel pump and the injector.

i have tried asking so many people and i have read many books.i have tried everything and i cant find a suitable answer.someone please help me.and if you can,please give me a link where you have found the answer.

I just need to know why there is a preset value or a default value in the base fuel pressure.why do the manufacturers have different values for it and how does it affect the performances.please help me =(

You need a base fuel pressure so you have a stable/predictable amount of fuel injected for a given injector pulse.
