Default Parked car now No Power … HELP!!

I’ve had my Z28 parked for about 3 years with the battery removed and am now trying to get it on the road again. I just connected a new redtop battery and when I open the door, the security light flashes very fast along with a fast ticking noise coming from around the same area. No other power is available, no interior/exterior lights, no lights on the dash (even with the key in run position) Anyone know what could be causing this? Anyone experience something similar after parking their car for a long period of time?

**also** When I manually turn the headlights on using the drivers side switch the headlights power on but are very weak (almost like with a dead battery).

Just checked under the hood again. No signs of corrosion and the ground cable seems fine (reconnected to frame just in case). Also no blown fuses. Im not sure what else to check???
