Default bolt experts....

Im trying to figure out how to search for a bolt with the following measurements:

13mm hex bolt with 20mm flange
30mm long
1mm thread pitch
9.8mm thread diameter

This is what I measured with digital calipers. They are sway bar mount bolts (the 4 that hold the bushings to the mounts)

my local ace hardware has a good selection of bolts.......or order from the dealer?

You are missing one very important detail! The strength of the metal. You'll also need to match that up. Its signified by the symbols or numbers stamped in to the head.

You'll probably need to go to the dealer to get such a specialized flange head metric bolt. (I expect its also high strength.)

dealer or mid-states bolt and screw co if you're in Michigan.

I didnt forget. I just didnt post that its a alloy steel quenched, tempered, and zinc plated.

It should be a grade 10.9 flanged 10mm bolt. A dealer, or Scoggin Dickey on here, will be able to get you what you need..
