Voltage problem with my 98 SS

Default Voltage problem with my 98 SS

so i fixed the O2 problem and now when i start the car the voltometer goes to 12-13, but when i am driving it will go to from 12-9 and sometimes go back up and then stay at 12 then drop back... now sometimes it when i accelerate when its at 9 it will sputter then accelerate. I replaced the engine ground strap by the alternator last week and was thinking it might be another. How many ground straps are there? and where are thry?

Get the alt tested.
