SES light is always on with key on, engine off. Just as a check to make sure the bulb is running.
As far as the no start condition. What is it doing? Is it cranking? Or when you turn the key, just acting like it doesn't care?

...right? If it is cranking, you possibly have a bad fuel pump... the easiest way to test this is spray a little bit of starting fluid in the throttle body. If the car starts and immediatly dies, you need a fuel pump 99% of the time. if it is not cranking, you either have a bad battery, bad starter, or something with the vats. if nothing happens when you try cranking it, turn the headlights on and have a friend watch the headlights as you crank it... If the headlights dim or go out while your cranking it, you can jump start the car to get it moving, but still have a bad battery.
