Default Rear wheels making a "long" squeaking sound

I'm getting a squeaking, dragging sound on both of the rear wheels. It gets quieter and completely goes away by 30-35mph. In traffic, I can move the car a few feet and that long, squeaking, creeking sound comes from the rear tires. It will stop for a few feet then do it again so I know it's something rotational. I think it could be the parking brake pads rubbing the rotors. I adjusted the right rear one so it wasn't as tight to the rotor and the sound on that side got quieter but now my e-brake doesn't really hold the car. I can pull the handle up about halfway and it doesn't go any further but it barely holds the car. Any ideas? It's so embarassing...
