Default 1995 LT1 Long Crank Time Consistent

Just bought a project Camaro to make some money off of. I just replaced both head gaskets, but the car cranks for quite some time before it fires. But when you cycle the key on and off a few times, it starts a lot faster. Is there a common problem that causes the car to lose fuel pressure when sitting? Could the EVAP system take a part in this? Or regulator?
