Default Fuel gauge acting a little..... slow.

Just wondering if this issue is a gauge problem or sending unit. Because nither are cheap or fun to replace and I want to make sure I get the right one done. Alright, sometimes when I start the car it says Empty, I can shut it off and start it right back up and it will normally go to where it should be. Sometimes, but rarely, it will give me half a tank when I just put in only 2 gallons from a damned near empty tank. And other times it will show lower, but will gradually move to where it should be. Ive never had a sometimes right issue before. In my experince, it would be fairly accurate or completely wrong all the time. Any input would be greatly appreciated TIA
