Default Power Steering Rack Issues

Just before placing the car in for storage, I noticed some light fluid build up around one of the rubber boots that are part of the PS rack (Sorry, don't know the correct names of them) Look like cv boots?

Anyways, it wasn't dripping fluid, but it was definitely building up. I wiped the boot down, and the next day it would be wet again. I also notice when I'm dry steering that the pump makes some noise.

Based on the above info, do I need a new power steering rack, or is there another cure?

So a new rack is a must, right?

Does this also explain the noise when dry steering ?
