Default Guage cluster issue

My car ('99 Z28) has this weird thing it does with the guages when I start the car. The second you start the engine, all the guage needles spike all the way to the right and slowly come back down then go to where they are supposed to be - 0mph, ~550 rpm and the fuel. Unfornunately this makes the gas guage stick all the way to the right sometimes. I have had this car since it was brand new and it has always done this is very cold weather, but recently it has started doing it all the time, even in warm weather. Anyone else's car do this? Any idea of the cause or a solution?
